Weatherization assistance program

Helping low-income individuals and families reduce their energy bills by making their homes more energy efficient.

Weatherization Assistance Program (WAP) offers assistance to homeowners, renters and mobile home owners to improve the energy efficiency and safety of their homes so that they hold heat better in the winter and stay cooler in the summer.

What is Weatherization?

Weatherization is a whole-home approach to reducing energy waste and minimizing energy bills.

Weatherization can help reduce energy costs by repairing, replacing or upgrading things in your home that cost the most energy. Through weatherization improvements and upgrades, participating households save on average $283 or more every year.

How does Weatherization work?

This is the process for receiving weatherization services from start to finish:

Complete an application to determine eligibility.

STEP 2

An energy audit will be conducted to determine most appropriate and cost effective improvements for your home.

STEP 3

Weatherization measures will be installed by a qualified crew. 

STEP 4

A final inspection will be conducted for quality and completion.

STEP 5

Enjoy a more energy efficient and safer home with lower energy bills.




What services does Weatherization provide?

If you qualify for the program, locally-based and professionally trained weatherization crews use computerized energy assessments and advanced diagnostic equipment to create a comprehensive analysis of the home to determine the most cost effective improvements for your home. The Weatherization Assistance Program also thoroughly inspects households to ensure the occupant's safety and checking indoor air quality.

Examples of Weatherization Services



  • Clean, tune, repair, or replace heating and/or cooling systems.
  • Install duct and heating pipe insulation.
  • Repair leaks in heating/cooling ducts.
  • Install programmable thermostats.
  • Repair/replace water heaters.
  • Install water heater tank insulation.
  • Insulate water heating pipes.



  • Install insulation where needed.
  • Perform air sealing.
  • Repair/replace windows/doors.
  • Repair minor roof and wall leaks prior to attic or wall insulation.



  • Install efficient light sources.
  • Install low-flow shower heads.
  • Replace inefficient refrigerators with energy-efficient models.



  • Perform heating system safety testing.
  • Perform combustion appliance safety testing.
  • Repair/replace vent systems to ensure combustion gas draft safely outside.
  • Install mechanical ventilation to ensure adequate indoor air quality.
  • Install smoke and carbon monoxide alarms when needed.
  • Evaluate mold/moisture hazards.
  • Perform incidental safety repairs when needed.



  • Educate on potential household hazards such as carbon monoxide, mold & moisture, fire, indoor air pollutants, lead paint and radon.
  • Demonstrate the key functions of any new mechanical equipment or appliances.
  • Discuss the benefits of using energy-efficient products.

How do I qualify?

Households who make 200% or less of the federal poverty level are eligible for services.

This program is not restricted to any age group, but prioritizes assistance to the disabled, seniors, and households with children under six years old, and those with the highest energy costs. 

Owners, as well as tenants, may qualify providing they meet income-eligibility guidelines. Renters’ application must include a notarized Weatherization Rental Agreement.

If qualifying under HEAT Program guidelines, you can receive a 20% reduction on earned income/wages. If qualifying under the guidelines above, income is based on gross monthly income without any deductions.

Is my home eligible?

A home is eligible for Weatherization if it has never been weatherized or if it has been previously weatherized more than 15 years ago. Program guidelines and services have changed since your home was weatherized and we may be able to assist you with even more energy efficient measures. Our weatherization staff will complete an energy audit to determine if services will be beneficial to your home.

Submit your application. Applications can be submitted by either email or mailed.


After receiving your application, it will be determined if you are eligible to receive weatherization services. If approved, you will be put on a waiting list.

Required Documents

  • HEAT approval letter
  • Bill history release authorization for Dominion Energy and generic release (included with application) and copy of gas and electric utility bills
  • Declaration and proof of ownership, or owner approval if you are renting.
  • Verification of income and copies of Social Security cards for everyone in your household, if NOT on the HEAT program. Must provide proof of all income for anyone in the household 18 years or older. Proof of income can be 3 months of pay stubs or previous year's IRS tax transcript. 

Crisis Program

Year-round help is available for homeowners experiencing problems with furnaces, air conditioners and water heaters. Eligible homeowners need to have 150% of poverty level to qualify for the HEAT program. 

If you are applying for air conditioner or water heat crisis help, you must also have one of the following target groups living in your household: 

  • disabled individual
  • child under the age of 6 
    OR
  • an individual over the age of 60

Those in need of crisis services need to complete a crisis application.
