for Urban Utah County
In-Progress Update
The Mountainland Association of Governments Metropolitan Planning Organization (MAG MPO) is updating the long-range Regional Transportation Plan (RTP) for the urbanized area of Utah County -- the 2027-2055 RTP. The RTP is a fiscally constrained, multi-modal blueprint for the region’s transportation system including roadway, transit, and active transportation (pedestrian and bicycle) facilities through the year 2055. Developed in phases, the RTP outlines regionally significant projects to be delivered in a fiscally responsible and strategically prioritized manner.
The RTP uses technical and data-driven analysis—considering economic trends, population growth, and future land use—to understand and anticipate mobility needs and identify the best strategies for meeting the region’s mobility needs.
The RTP is created with input from local governments, transportation agencies, local and state leaders, local stakeholders, and residents. The RTP outlines investments for all modes of transportation and will form the Wasatch Choice Vision transportation element.
Additionally, through a cooperative process, MAG works closely with Utah’s other MPOs and statewide transportation partners to align goals, planning timelines, performance measures, and financial assumptions. Together, these efforts contribute to the creation of Utah’s Unified Transportation Plan—a coordinated roadmap for the state’s future transportation system.
The 2027 RTP reflects regional and local goals that meet our needs and values. The following ten goals form the foundation for the development of the Wasatch Choice Vision and the 2027 RTP. The goals will be further clarified with objectives and measures that provide new tools to identify transportation needs. These goals were adopted by the MAG MPO Board on October 9, 2025.

Rapid growth in Utah County is transforming communities and increasing demand for transportation infrastructure. As Utah County grows, thoughtful planning is essential to keep pace with new residents and maintain a high quality of life. The RTP plans ahead for growth by improving how people and goods move around the region. The RTP helps communities plan for growth so people can get where they need to go safely and efficiently.
The MAG MPO understands the importance of planning for a more connected transportation and land use network, an approach inspired by the Wasatch Choice Vision. The RTP reflects our region’s shared vision and supports Utah County’s communities. By integrating the RTP with local plans, communities ensure consistent and coordinated decisions across the County, and strengthen the case for transportation investments that enhance regional connectivity and quality of life.
The RTP is developed through a federally required planning process which is continuing, comprehensive, and cooperative. The process is designed to be transparent, data-driven, and performance-based, ensuring every transportation investment supports federal, regional, and local priorities.
Although the RTP undergoes a formal update every four years, it functions as a living document—regularly reviewed and refined to remain responsive to changing growth patterns, economic conditions, and community needs.

Phasing for the 2027-2055 RTP roadway, transit, and active transportation projects will be guided by the Wasatch Choice Vision regional goals and RTP goals, which were adopted by the MAG MPO. These goals will inform the criteria, weighting, and methodology used to phase projects.
MAG MPO will use a variety of tools to forecast the timing and impact of anticipated growth, such as the regional travel demand model (TDM) and the Real Estate Market Model (REMM). We use the latest available estimates and assumptions for population, land use, travel, employment, congestion, and economic activity.
Travel-related and socioeconomic forecasts from these models will be used to identify the appropriate phase for each project. MAG MPO will first identify the phase a project is needed and then assess fiscal constraints for the three RTP phases (Phase 1: 2027 to 2036, Phase 2: 2037 to 2046, and Phase 3: 2047 to 2055). Input from our members and partners, including the Utah Department of Transportation (UDOT), Utah Transit Authority (UTA), local communities, stakeholders, and the public is included in the project phasing process.
The plan focuses on prioritizing projects and acknowledges that the Region will not be able to afford all our transportation needs. The RTP is fiscally constrained within a reasonably anticipated budget using a performance-based planning approach.
This performance-based and fiscally constrained approach ensures projects included in the RTP are achievable within reasonably anticipated budgets.
Moreover, following the federal RTP planning process and maintaining fiscal constraint make MAG and local governments eligible for state and federal funding—turning regional priorities into real-world improvements.2023 Transplan50 is the most current RTP and was adopted by the MPO Board on June 1, 2023
