In 2021, UDOT, in collaboration with UTA, MAG, and communities within the study area, released a preferred alternative (BRT operating primarily along State Street between Provo and Lehi). The draft 2023 RTP seems to contradict the study outcome by showing two options for Central Corridor. The Geneva Road alternative was evaluated and ruled out in phase I of the Central Corridor Study. If there is continued community desire for a transit option along the Geneva Road corridor, this would more accurately be described as a separate project. NSA has concerns regarding proximity of the proposed Point of the Mountain connector to NSA's facilities and utilities, as it is laid out in the Utah TransPlan50. These concerns could be alleviated by moving the interchange further north. NSA would like to discuss this in more detail and, moving forward, we recommend MAG and NSA partner as much as possible during the decision and design processes to ensure a successful outcome for both parties. Regarding road expansion in Saratoga Springs, why is there a need to "try" and find funding? Aren't developers charged impact fees for the strain their developments put on existing infrastructure? Why are tax payers left with the burden of paying to increase this capability. This action concerns UDOT for the following reasons. The action was premature as the project has not demonstrated a need. The Federal Regulations (23 CFR Part 450 Subpart C) require MAG to develop a comprehensive, performance-based multimodal transportation planning process through a performance-driven, outcome-based approach to improve the resiliency and reliability of the transportation system. The project was not the result of such a process, and has not demonstrated the necessary benefits. Technical documentation of the project is very limited. In fact, a summary report of the Lehi study used to propose the project has not been made available. Despite that limitation, the MAG Technical Advisory Committee (TAC) on January 23, 2023 discussed the available data and noted significant performance concerns. Those concerns included increased travel times, significant induced congestion on both I-15 north of the connection and on MVC south of the connection. It is unknown how far north and south additional improvements (and their associated costs and impacts) may be needed on I-15 and MVC to accommodate this proposed project. It should also be noted that WFRC has indicated similar technical concerns, and that UDOT and FHWA evaluated a similar concept in 2008 at the request of Lehi City. At that time FHWA determined that the concept had more impacts than benefits. (FHWA Letter to UDOT, March 14, 2008). This proposed project, based on the data presented, would likely reduce system resilience by focusing trips on I-15 and MVC. This change will not take advantage of the grid network and available, compatible north-south capacity being developed as part of Mountain View Corridor and Bangerter Highway improvements. The effect of this project appears to be contrary to MAGs #1 Goal in the RTP - Grid Based Network. It was stated at the MAG Board meeting that the primary motivation for adding the project to the RTP was so that corridor preservation could be used. The Utah Legislature this year changed Corridor Preservation so that it can now be used with a willing buyer/willing seller to the 40 year planning horizon. Lehi’s desire to have access to corridor preservation does not require adding the project to the RTP. The cost identified in the Draft RTP of $497.4M is likely low. An independent cost estimate identified a cost of $1.5 billion in 2028 for alternative 4B as proposed by Lehi City. Finally, UDOT, in cooperation with MAG, WFRC, Lehi, and numerous other cities are collaborating on a study this year to determine the merits of the project. At the conclusion of that study we will have the information MAG and WFRC need to evaluate the impacts and benefits to the transportation system. Until that study is completed, UDOT recommends that this project remains as a vision project in the plan. Within this letter, you will see concerns from FHWA regarding complex interchanges that serve both local trips and system to system trips. This letter identifies concerns from FHWA related to be able to permit such as complex interchange system on a Federal Highway System. As you can see on the master plan we've had a full I-15 interchange planned at 160th south since the beginning. I love the idea of additional frontage along an d East/West connector. It will impact our reclamation and development plans. As long as we secure ingress/egress within our development, I think we should be comfortable with the concept... Our last discussion on this with UDOT was this is a 20+ year plant but sections may be moved up based on the need. Alt 4 would not affect our property at all as long as we still have access. Alt 5 is a version of the 160000 south interchange that goes through the west side and ties to the east side. Arguments for Alt 5 include: Creates multiple routes across the Point of the Mountain for those traveling through the valleys that would potentially allow someone to by pass I-15 in bad weather. Future grades of the properties would allow less infrastructure to be built. Future Development at Point east and west would be better served through this alignment. As part of UDOT's efforts to develop a scope of work to further analyze the proposed Point of the Mountain Connector, we received the following comment from the Stake Parsons Group: Staker Parson appreciates the opportunity to express our concerns with the Lehi Point Connection roadway proposals. An overarching concern that Staker Parson has, as business owners, taxpayers, and community members is that these proposed concepts appear to be fiscally unjustified and only serve to shift traffic away from certain communities which complicates traffic patterns to the entire region. We oppose the project as it has been conceptualized and believe that other alternatives would serve the traveling public in more cost-effective ways that promote less traffic congestion and more efficient travel times. The currently proposed freeway section of 2100 N would be a much better use of taxpayer dollars and limit the disturbance of private property. Our concern with the proposed routes includes, but is not limited to, the following items: Alternate 5 (Northmost) – Impacts Point East location access and may require re-alignment/relocation of access, scale-out operations, and will impact our water well location and other utilities. UTA’s proposed commuter solutions would be impacted and cause their existing right-of-way to be taken, potentially pushing their proposed route further into our property which could impact our ready-mix plant, equipment shop and aggregate facilities. Proposed route would put our business in a disadvantaged position to service our existing customer base and dimmish our ability to grow our business to provide for future clients. Significant investments that have been made to improve our business would be marginalized and their returns at risk for substantial losses. Effects our long-term strategies and expenses that have been made and committed to preserve and grow our business. Alternate 4A (Middle) – Impacts our Point South Redi-mix plant site by limiting production area and access, more than likely eliminating our ability to operate. Proposed route impacts our existing wells and causes significant financial harm due to loss of owned water right usage. Encroachment on our property that would be required to build fills/mse walls/structures necessary to ensure BOR waterlines are not impacted would significantly reduce our area to operate our business. Restricts our ability to travel north from our Point West property and puts our business at a significant competitive disadvantage. Restricts our ability to enter our property from the north which would cause an increase to our cost of doing business. Proposed route would put our business in a disadvantaged position to service our existing customer base and dimmish our ability to grow our business to provide for future clients. Significant investments that have been made to improve our business would be marginalized and their returns at risk for substantial losses. Effects our long-term strategies and expenses that have been made and committed to preserve and grow our business. Alternate 4B (Southmost) – Completely cuts off Staker Parson existing entrance and eliminates our ability to operate one of our most strategic facilities. Requires biggest property taking from Staker Parson. Proposed route impacts our existing wells and causes significant financial harm due to loss of owned water right usage. Significant encroachment onto our property due to large fills and structures that eliminates our ability to operate. Proposed route would put our business in a disadvantaged position to service our existing customer base and dimmish our ability to grow our business to provide for future clients. In 2021, MAG, UDOT, UTA and seven local governments (Lehi, American Fork, Pleasant Grove, Lindon, Vineyard, Orem and Provo) funded the Central Corridor Transit Study. The cost of the study was $650k and included analysis of 5 different corridors (Rail, State Street, Geneva Road, Vineyard Connector and I-15). In addition to these corridors the Central Corridor Study included analysis of Light Rail, Bus Rapid Transit and Express Bus along all of those corridors. At the end of the study, the State Street/North County Boulevard along with a spur on 800 North in Orem to tie into the Vineyard FrontRunner Station was selected as the preferred alternative utilizing Bus Rapid Transit as the preferred mode. It was determined through the study that this alignment and mode would provide the highest cost benefit ratio allowing for competitive grant funds from FTA. MAG and UTA are getting ready to fund up to an additional $1M to refine the alternative identified in that study. A new LRT along this same corridor will not likely have the ridership to compete for FTA competitive funds. When I lived in Orem, I used the Murdock Canal Trail several times a week for long distance bike rides (Often using it for 30 mile rides at night after the sun went down since I had a headlight on my bike) I moved to Payson a year and a half ago, and I can't express how much I miss having a trail nearby where I can have long distance bike rides without having to share the road with traffic. I was ecstatic when I heard that there was a plan to pave the Highline Canal and make it into a multi-use trail. The West Sub-county area of Utah County is projected to become the most populous portion of Utah County by 2050, yet the planned projects to support this growth are more significantly delayed than the slower-growing North and Central sub-counties. The warning lights to notify of the red light at this intersection is not far enough away from the intersection. Cars are liable to collide with stationary vehicles before this warning signal comes into view. Include pedestrian/bike facilities over Interstate 15. The existing bridge structure does not support safe pedestrian access across the interstate; therefore, new facilities are necessary. The pedestrian crossing over I-15 on 800 South in Payson is needed to facilitate growth on the west side of the freeway. Construction is currently underway to construct an equivalent 1,800 residential units consisting of single-family, multi-family, mixed-use, and commercial uses in this development. Comment is tied to Road/Bike/Ped/ Transit: Meadows Crossing is a vital transportation option that was studied by MAG in 2016 that provides a connection across I-15 from State Street to the American Fork FrontRunner Station. This project is projected to remove vehicles from the Lehi Main Street Interchange and the American Fork Interchange and improve the regional grid system. The American Fork TOD has approved housing options for approximately 20,000 new residents. There are currently only two roads that provide access into the TOD. This proposed project will provide a third critical connection to the TOD. The Meadows Crossing is also vital connection between the existing 850 bus line, the planned Central Corridor BRT line and the American Fork FrontRunner Station. Along the 850 and the planned Central Corridor line, this area is the closest connection to the FrontRunner. The Meadows Crossing should be added to the plan to help with expanding the grid network, providing a vital connection to the regional transit network and relieving congestion at both the Lehi Main Street Interchange and the American Fork Interchange. Both of these interchanges back out onto I-15 regulary during peak hours. The Meadows Crossing will also help address safety in the area as vehicles stopped on I-15 create a significant safety risk to the traveling public with speed differentials in excess of 70 mph. 04-20-2023 7:13 AM 0 road
As the area is growing on the west side of I-15 with residential housing, there are not bike/pedestrian facilities over the interchange. This is an issue as many of the services are on the east side of I-15. In cooperation with Payson City, UDOT studied several options an developed a plan to install a new pedestrian structure south of the existing interchange structure. This option will allow forward compatibility. If this pedestrian structure is constructed before the planned Phase II project to reconstruct the interchange, bike/pedestrian functionality will be able to remain in operation throughout the duration of the interchange reconstruction project. I am highly concerned about the recent delays put on projects in the Saratoga Springs area. The amount of building that continues to be allowed out here does not have the infrastructure to support it making travel times horrendous and safety a big issue. These road projects need to be just as much of a priory as the development of 300+ home communities. A 4 lane redwood road is not sufficient. Here is the idea, quit having infrastructure needs be an afterthought, Saratoga keeps packing people in, they claim the private property owners are the ones building out causing the congestion, but last I checked the government had control over zoning laws, and most of Saratoga has always been Agriculture zoned. In fact, the city limit signs to the south silently got pushed 2 miles out in the last three years, about the same time I heard that Ivory homes bought over 10K acres of what I thought was non residential land. Either way, foothill blvd has to go in as planned. Redwood is a bottleneck and shows it every time there is a wreck and suddenly 50% of the city is unattainable. When we had the fire several years back people were panicking, driving through fields because the road was gridlocked, no alternative, we need the alternative now, sorry, most every other segment of the city does have options, south saratoga does not, and as a result foothill must be completed, and be extended past Lariat otherwise all construction south of Lariat needs to be halted and pushed to where there are no bottlenecks. thanks 04-13-2023 7:13 PM Gavin Saratoga Springs 84045 0 road
I live in Saratoga Springs. It is a fast growing community with many new developments and housing being built to accommodate the need of new families. As a result the existing roads and infrastructure is crowded. I’m an emergency situation, such as a fire or evacuation, there is not enough options for people to travel safely out of harms way. The extension of Foothill Blvd is a key secondary transit route for everyone in the south part of the city. A greater concern would be if Redwood road was damaged or blocked. Any emergency services coming from the north would be unable to reach their destination. Please reconsider widening and extension of foothill Blvd to the south portion of our city to provide for these residents to have a second safe option for evacuation and emergency services. 04-13-2023 7:08 PM 0 road

Saratoga Springs and Eagle Mountain are growing like wild fire and the roads are ALREADY at capacity. Waiting another 20 years will make this place a sitting duck if there were to be any kind of emergency. (Like when the tanker rolled a few months back causing complete gridlock for 12 hours) postponing areas in green in the map the City of Saratoga shared for 20 years is neglecting the clear fact that the roads are already too full as it is. I guess we just go on a prayer and a quick fast and hope that emergency doesn’t strike in the next 20 years. Y’all should come take a drive from 2100 to redwood toward south Saratoga during rush hour and see how incredibly badly we need expansion and more options. My idea. I’m astounded that all of the road projects, especially the road parallel to Pioneer Crossing have been delayed indefinitely. There are 100,000 residents in Saratoga Springs and Eagle Mountain and our numbers are increasing rapidly. Everyone who lives here is concerned about the volume of traffic and lack of arterial roads to alleviate the constant congestion. We need more roads now, not in 10 or 20 years. There are hundreds of homes built here every month and our taxes should be utilized for our family’s safety. Please think about how the lack of roads impacts our quality of life. You have 2 freeway offramps funneling into 2 lanes of traffic. Who is the genius that designed that one?? Please do not delay the widening of Foothill Blvd in Saratoga Springs. This is now a main access road and often becomes overwhelmed with traffic..I live in this road and not doing additional widening as soon as possible will make it even more of a nightmare for me to get in and out of my neighborhood. 04-13-2023 6:43 PM 0 road

The transit systems in Saratoga springs and eagle mountain are desperately needed for the expansion of the city and even the upkeep of it. All residential projects must be placed on hold until the infrastructure is in place to handle the population. We will all continue to run the red lights to save up to 5 minute light cycles until the city resolves the NORTHBOUND and SOUTHBOUND traffic issues. If ticketed, we will fight the ticket in court tying up resources. Location: Saratoga Springs. All projects related to roads improvements and transit. I really don’t understand how the state is decreasing the budget for these kind of projects, after all the surplus tax money that they just received with so many new state tax payers. This is outrageous and wrong. The state and the cities are giving permission to keep building new homes and new businesses, what are we going to do with no more, bigger and wider roads and alternative routes?!?! Traffic is already terrible in some times of the days, in a few months we will be in the car for hours, impoverish the quality of our life. Funding must be approved for these projects. We, the residents of Saratoga Springs and Utah, deserve a good quality of life and we deserve great infrastructures to make our life comfortable. We pay a high price to live here! I feel like the Lakeview Expressway would be better moved to phase 1. If this were moved to phase 1 it would alleviate a lot of other issues making other phases possibly not necessary. I’ve lived in Saratoga Springs for 6 years now. A lot has changed in those years. The population is continuing to increase with the majority of people communiting to work. We need another way to commute south. We have other ways to go north, I-15, Mountain View Corridor, State Street, Pioneer Crossing, and other side streets to get to I-15 and head north, but there is only one viable option to head south and that’s Pioneer Crossing. How is Eagle Mountain and Saratoga springs being effected. It is non stop traffic everyday going from Eagle Mountain to Provo and back everyday. Takes almost an hour each way and it’s only growing. Most important thing in the list should be the commute for south Saratoga residents and eagle mountain. Regardless of where you go from these places it is a minimum of 30 minutes to get there. Creating a bridge for Utah lake should be #1 as there is Tons of family’s that commute to that side of the lake, and their commute is easily over a hour and a half each day. Same with trying to go north. Stop lights every two seconds changes my 28 minute commute to work to a hour. There is nothing I can do about that either because of traffic and stoplights allll along redwood. Redwood is a major artery and so it should not have stop lights and the traffic should merge like a highway. These plans really push back a lot of Saratoga springs east-west roads. We’re already dealing with serious congestion compared to other parts of the state and the city is still building/growing. Traffic in Saratoga springs and eagle mountain is congested enough already, delaying or canceling the planned projects. Normal traffic is bad enough but when you have an accident or half the city is evacuating due to fire then it becomes impossible. 04-13-2023 5:45 PM 0 road
